Is it ok for a guy with a girlfriend to text other girls that are not his girlfriend?

So, i have a friend, who happens to be a guy, who happens to have a girlfriend. And this friend of mine and i are really close. He has a recent girlfriend and she is very annoying and paranoid. She has blocked all of his female contacts from texting him except his mother and his sister. It is getting ridiculous and now i am not even allowed to speak to him because she won't let him out of her sight, and he doesn't know how to unblock people from his phone. This isn't normal behavior, right? Should it be ok for me to be able to talk to him?Is it ok for a guy with a girlfriend to text other girls that are not his girlfriend?

That's a little over the top. My best friend is a guy, and I would never stop talking to him if I started a new relationship. As long as they're just friends, it really shouldn't matter.
Uh absolutely not, that means she doesn't trust the boyfriend and they should break up if she is being a selfish girlfriend.
